Abstract

 

The concept of public procurement is often used as a tool for not only promoting economic objectives but also non-economic objectives such as social and environmental objectives. The pursuit of sustainability objectives in the purchasing and supply process has been termed sustainable procurement. Sustainable procurement in the literature is defined as the pursuit of sustainable development objectives through the purchasing and supply process incorporating social environmental and economic aspects. From the social denomination (people perspective) some of the issues which have arisen are in relation to gender issues, human rights, and social justice and equality. Relatively very few academic articles have investigated the social dimension of sustainability in the public sector context. This research investigates how social justice and equality can be promoted through the concept of procurement.

Canada was one of the several countries that have made a strategic move to promote social objectives through public procurement policy. This paper will therefore examine factors which encourage or inhibit the promotion of social policy objectives through procurement policies. This examination will be carried out through a sample of Federal Government Departments and the Public Works and Government Services based in Canada.
